Điện Biên Phủ crosses the city from District 1 through District 3 into Bình Thạnh. In the rainy season, roughly May to November, a heavy afternoon downpour is almost a daily event, and the road is at its busiest when it hits.
Riders pull on ponchos and keep going. They do not slow down much, but they do see you later. Cyclos share the road, and buses throw spray. Steady walking matters more in the rain, not less.
